Housing Works is committed to developing affordable housing and providing safe, supportive, and stable homes for homeless New Yorkers, including individuals living with HIV/AIDS and other chronic health conditions. Grounded in the belief that safe housing is the first step towards independent living, we prioritize housing as a foundation for growth. Once residents are securely housed, we connect them to the life-saving services they need and coordinate with healthcare providers to ensure comprehensive care.

Housing Development
From our inception, Housing Works has been an advocate and agent of innovation in New York’s supportive and affordable housing sector. Our first development, the Keith D. Cylar Residence & Health Center, opened in 1997 and pioneered an integrated housing-and-healthcare model that continues to deliver remarkable outcomes in viral suppression and client retention to this day.
Over the past thirty years, we have sustained this spirit of innovation, expanding to serve a broader range of New Yorkers in need. To date, we have developed 142 units of affordable and supportive housing for diverse populations from low-income New Yorkers to chronically homeless individuals. After the completion of all projects in our pipeline, we will have managed more than $250MM of public and private financing to develop 383 units of supportive and affordable housing.
Our vision extends beyond building homes. We believe housing should be beautiful, safe, sustainable, and an active participant in its community. These principles have guided us since our earliest developments in the late 1990s and remain the foundation of every project we design and build today.
Housing Operations
Through nearly three decades of operating, managing, and maintaining supportive and affordable housing in New York City, Housing Works has developed robust internal systems for maintenance, accounting, and property management—while fostering strong relationships with key municipal, state, and federal agencies. Our Housing Operations Department is highly trained and well-equipped to uphold the standard of excellence that defines Housing Works’ advocacy and service, ensuring the long-term physical and financial health of the property under its care.
Across our scatter-site and congregate housing programs, Housing Works operates more than 850 units of housing throughout New York City, with an additional 151 units currently under construction, slated for completion in 2026.
